Louisa East principal moves to Central Office position
Lawrence County Supt. Dr. Rob Fletcher announced this week that the BOE has added a new staff member in the central office. As of November 1, Mrs. Mary Hall began her duties in the new position, Fletcher said ina memo to the press. Mrs. Hall has assumed the following roles:
* Federal Programs Director (formerly held by Mrs. Humphrey)
* District Assessment Coordinator (formerly held by Mrs. Debbie Delong)
* Innovations/Grant Coordinator (a new duty to help write/manage grants other initiatives)
* PGES Coordinator – (a duty formerly split between Mr. Hall and Dr. Webb)
Mrs. Hall is the current principal of Louisa East Elementary School, a duty she will continue in until a new principal can be named. This will be in addition to a hefty list of duties in her new job. Fletcher said the Louisa East job has already been posted and he will announce the schedule for the Site Based Council training for hiring the new principal.
“She assumed the new duties on November 1, 2016. She is also continuing to serve as Principal at LEES during the transition; spending time at both places and on both jobs,” Fletcher said.
Mrs. Hall, the wife of Central office employee Vernon Hall, who is the school system’s Pupil Personnel director among many other duties, has taken a $3,000 pay cut in order to assume the central office position.

- Responsibilities/Activities regarding Communication:
- Serve as the primary contact between local school district and the state assessment and accountability programs.
- Attend Kentucky Department of Education (KDE) sponsored assessment and accountability programs.
- Conduct local district professional development activities around assessment.
- Hold meetings with school principals and/or Building Assessment Coordinators to disseminate information from DAC meetings. Impress upon staff members the importance of relaying this information to school staff members the importance of relaying this information to school staff in order to prepare and manage a successful test administration. File an agenda in the district, which includes the meeting date and participant list. Follow up with school staff to verify that the pertinent information has been given to school staff.
- Communicate to appropriate district and school staff assessment definitions, timelines, and procedures as necessary for compiling data and other information.
- Email, or make available hardcopies, all communication from KDE concerning assessment and accountability issues as appropriate to each school principal and/or Building Assessment Coordinator.
- Assist teachers, principals, counselors, and parents with questions, problems, or concerns regarding the assessment process and reporting.
- Work with district public relations officer or serve as district contact to release assessment information to local news media.
- Communicate to local school boards discussion and decisions made by the state board of education.
- Present to local school boards results of the state and federal required assessments.
- Write a press release and plan to meet with local media representatives to answer questions about district scores and accountability status.
- Responsibilities/Activities regarding Implementation:
- Facilitate the implementation of all assessment and accountability activities throughout the district.
- Verification of enrollment and ordering of materials.
- Receipt and inventory of all testing materials related to multiple assessments, which include, but are not limited to, test booklets, student response booklets, reference sheets, administration manuals, and return shipping materials.
- Distribution of materials to individual schools. When distributing assessment materials to schools, record the number of test booklets and student response booklets delivered to each school, and have the principal or Building Assessment Coordinator sign off on what was received. Likewise, when materials are returned to the district office count the number of tests and student response booklets returned.
- Put into place processes for allowing online testing.
- Ensure that seating charts for each class are created, collected, and stored in the district.
- Process test materials for return shipment to scoring contractor.
- Provide support to district for administration of assessments related to College and Career Readiness (i.e. COMPASS, KYOTE, ASVAB, WorkKeys).
- Submit data related to College and Career Readiness for accountability purposes.
- Assist in obtaining materials needed for assessments (i.e. calculators, rulers, accommodated materials, computer workstations, etc.).
- Ensure that each individual involved with testing at the local school level has been trained and had the opportunity to read and sign the Administration Code document and Appropriate Practices Form. Collect these forms for housing in the district office.
- Plan and arrange appropriate training (i.e. Inclusion of Special Populations) sessions, according to the role they fill, for school personnel, parent and/or community volunteers during the assessment window.
- Offer refresher training on the Administration Code, which should include a review of the Appropriate Practices Form, prior to the administration of the state-required assessments.
- Trouble-shoot assessment and accountability implementation problems before, during and after the assessment window for all schools. Act as liaison between district/school and Office of Assessment & Accountability (OAA) for immediate questions during the window.

- Collect information and report any breaches in test security and/or other testing allegations.
- Hold informational meetings with all school principals to review and assist the analysis of state and federal assessment data when school and district repots are released.

- Work with the Professional Development Coordinator to provide staff development for principals, counselors, teachers, and parents concerning assessment processes and the understanding, interpreting, and use of assessment results.
- Train each school principal and/or Building Assessment Coordinator on the Administration Code prior to developing or administering any state-required assessments. Impress upon staff members the importance of the Administration Code when training all staff and volunteers who will be involved with testing. Keep on file in the district a dated agenda and a participant’s sign-in sheet.
- Work with the Director of Special Education to make sure that all individuals assigned to work with special education students have been trained on the Administration Code and Inclusion of Special Populations regulation regarding accommodations.
- Train staff of alternative programs on how students’ in these facilities are tested and scores recorded for accountability.
