FISCAL COURT MEETING FEB. 20, 2018
The February Lawrence Co. Fiscal Court meeting was held yesterday, one of three county official meeting on the same day including the FC, the BOE and Louisa City Council.
In attendance for the FC meeting were court members Rick Blackburn, Earl Boggs, John Osborne, John J. Lemaster and Morris Howard.
January’s meeting minutes were approved with a motion from John Lemaster and all were in agreement. The treasurer’s request was also approved with a motion by John Lemaster. Bills were approved with a motion made by Rick Blackburn and the Treasurer ‘s report was approved with a motion made by Earl Boggs. All members were in agreement on all matters.
Business this month included:
* Approved Ky. Transportation Rural Secondary Road Program for 2018/2019 was called and the people who were going to present this before the fiscal Court were not present.
* The right- of- away Lease with the Corp of Engineers (located in Blaine) was approved by John Lemaster and all agreed.
* The Sheriff’s 2016 Unmined Coal Settlement was approved by Earl Boggs, all were in agreement.
* The court opened bids on Surplus Property, the bid on the Roller was won by Ridgeline Equipment for $10,250, 2 GMC pickup trucks sold Ridgeline as well for $10,001 and E&E Construction got the F350 truck for $14,010, a motion by Earl Boggs to accept those bids was made and all agreed.
* Earl Boggs made a motion to authorize clerk to advertise for bids on mowing.
* Rick Blackburn made a motion to approve a resolution for the Tug Fork as designated water trail, all were in agreement.
* Chris Jobe was present to discuss County Clerk Fees, he spoke about needing money to upgrade the servers and computers in his office. Jobe said he had applied for a grant and would know more next month, but this was important to keeping his computers up and running. He also said his excess fees turned back over to the count is projected to be around $45,000 but he believed it would be more than he anticipated. A motion was made by John Lemaster to help cover some of the cost to upgrade the servers and computers for the County Clerk’s office and all were in agreement.
* John Lemaster also made a motion to approve the 1st Amendment to Richardson Tower license agreement, all were in agreement.
After the regular items were all agreed upon, Judge Executive Osborne brought the motion to pay off the truck that is on lease after the auction and depending on how the County comes out on that deal, he also made a motion to approve the truck lease for 2018/2019 year. Osborne made it clear that he wouldn’t do anything until he made sure that they would come out well on the first lease, John Lemaster made the motion to pay off truck lease and to approve a new lease and all were in agreement.
Osborne also made a motion to except $6,000 in area development funds that has to be spent on a project or area development in the courthouse. Osborne said he would like to fix the roof on the annex because of several leaks. Co. Atty. Mike Hogan spoke up about the water problem in the courthouse, but all agreed that would cost more than $6,000. Considering the roof of the annex was built in 1984. A motion was made by Rick Blackburn to use the $6,000 to fix the roof of the annex. After no public comments the meeting was adjourned for the month.
