LAWRENCE COUNTY ARREST LIST – MAY 1-13, 2023

FROM 12:00 A.M., MAY 1, 2023, THRU TO 11:59 P.M., MAY 13, 2023, (13 DAYS); AT LEAST 110 PEOPLE WERE ARRESTED FROM JOHNSON, LAWRENCE, MAGOFFIN, & MARTIN COUNTIES COMBINED, AND WERE BOOKED AT THE BIG SANDY REGIONAL DETENTION CENTER IN PAINTSVILLE, KY., IN JOHNSON COUNTY.

 

OUT OF THOSE 110 ARRESTS, 18 ARRESTS WERE FROM LAWRENCE COUNTY. 

 

SEPARATELY.THERE WERE FOUR (4) LAWRENCE COUNTY RESIDENTS ARRESTED IN OTHER KY. COUNTIES (THREE (3) IN JOHNSON COUNTY, AND ONE (1) IN BOYD COUNTY, ON A WARRANT FROM LAWRENCE COUNTY, AND WHO WAS LATER TAKEN TO THE BSRDC IN PAINTSVILLE).

 

IT WAS DISCOVERED THAT WERE THREE OUT OF COUNTY ARRESTS OF LAWRENCE COUNTIANS THAT WERE MISSED ON THE TWO PREVIOUS ARREST REPORTS, OF WHICH WERE BOTH OF THE APRIL ARREST LISTS, ONE FROM ROWAN COUNTY, AND TWO FROM BOYD COUNTY, ONE OF WHOM WAS ARRESTED IN LAWRENCE COUNTY ON THE WARRANT ROM BOYD COUNTY.

 

PREVIOUSLY, FROM 12:00 A.M., APRIL 21, 2023, THRU TO 11:59 P.M., APRIL 30, 2023, (10 DAYS); AT LEAST 68 PEOPLE WERE ARRESTED FROM JOHNSON, LAWRENCE, MAGOFFIN, & MARTIN COUNTIES COMBINED, AND WERE BOOKED AT THE BIG SANDY REGIONAL DETENTION CENTER IN PAINTSVILLE, KY., IN JOHNSON COUNTY. OUT OF THOSE 68 ARRESTS, 11 ARRESTS WERE FROM LAWRENCE COUNTY. SEPARATELY. THERE WERE TWO (2) LAWRENCE COUNTY RESIDENTS ARRESTED IN OTHER KY. COUNTIES ( ONE (1) IN JOHNSON COUNTY, AND ONE (1) IN MARTIN COUNTY). AS MENTIONED ABOVE, THERE WERE OF THE 3 MISSED OUT OF COUNTY ARRESTS OF LAWRENCE COUNTIANS FROM THE PREVIOUS ARREST REPORTS.

Paul S. Hackney, 41, of Louisa, Kentucky; was arrested on May 3,2023, at 11:51 A.M.,  at the Lawrence County Judicial Center,by court security officer Melody Salyers, of the Lawrence County Sheriff Office, and was charged with via a bench warrant: 

 

• PROBATION VIOLATION (FOR FELONY OFFENSE).

 

Allen L. Presley, 44, of Louisa,Kentucky; was arrested on May 3, 2023, at 3:21 P.M., by sergeant Steven Wilburn, of the Louisa Police Department, and was charged with:

• CRIMINAL TRESPASSING-3RD DEGREE, 

• VIOLATION OF KENTUCKY EPO/DVO (2 SEPARATE CHARGES COUNTS).

 

Bobby Spurlock, 23, of Batavia, Ohio; was arrested on May 4, 2023, at 8:43 P.M., by deputy Joseph Osborne,of the Lawrence County Sheriff Office,and was charged with via a grand jury indictment:

•FAILURE TO APPEAR,

•POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE), 

• DRUG PARAPHERNALIA – BUY/POSSESS.

 

Joseph E. Warf, 20, of Louisa,Kentucky; was arrested on May 5, 2023, at 2:37 A.M., by the Lawrence County Sheriff Office, & was charged with: 

• RECKLESS DRIVING, 

• IMPROPER PASSING, 

• FLEEING OR EVADING POLICE, 1ST DEGREE (MOTOR VEHICLE), 

• OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL .08 (189A.010(1A) – 1ST OFFENSE, (AGGRAVATING CIRCUMSTANCES), 

• TAMPERING WITH PHYSICAL EVIDENCE, 

• RESISTING ARREST, 

• FAILURE TO OR IMPROPER SIGNAL, • FAILURE TO USE OR IMPROPER SIGNAL.

 

Roger Dale Horn, 20, of Louisa,Kentucky; was arrested on May 5, 2023, at 2:31 A.M., by patrolman officer Michael Housinger, of the Louisa Police Department, and was charged with:

• ALCOHOL INTOXICATION IN A PUBLIC PLACE-1ST & 2ND OFFENSE.

 

Bridgett Hopkins, 32, of Lancaster,Kentucky; was taken into custody on May 5,2023, at 5:20 P.M., by deputy Witworth, of the Lawrence County Sheriff Office, to serve a guilty plea jail sentence, “weekender”:

• CONTEMPT OF COURT LIBEL/SLANDER RESISTANCE TO ORDER.

 

Laura L. Davis, 31, of Morehead, Kentucky; was arrested on May 6, 2023, at 3:05 A.M.,by a trooper of the Kentucky State Police,and was charged with: 

• FAILURE TO APPEAR, 

• NON-PAYMENT OF COURT COSTS, FEES, OR FINES.

 

Thornton Goble, 60, of Louisa,Kentucky; was arrested on May 7, 2023, at 7:24 P.M., by the Lawrence County Sheriff Office, & was charged with: 

• OPERATING ON SUSPENDED OR REVOKED OPERATORS LICENSE,

• POSSESSION OF OPEN ALCOHOL BEVERAGE CONTAINER IN MOTOR VEHICLE PROHIBITED, 

• IMPROPER DISPLAY OF REGISTRATION PLATES, 

• FAILURE OF OWNER TO MAINTAIN REQUIRED INSURANCE/SECURITY, 1ST OFFENSE.

 

Quay Allen Webb, 29, of Louisa, Kentucky; was arrested on May 8, 2023,at 9:17 P.M., by trooper Zachary Wright, of the Kentucky State Police,& was charged with: 

• OPERATING MOTOR VEHICLE UNDER/INFLUENCE CONTROLLED SUBSTANCE (189A.010(1D) – 1ST OFFENSE, 

• NO REGISTRATION RECEIPT, 

• FAILURE TO USE CHILD RESTRAINT DEVICE IN VEHICLE, 

• FAILURE TO PRODUCE INSURANCE CARD, 

• CRIMINAL LITTERING, 

• DRIVING DUI SUSPENDED LICENSE – 1ST OFFENSE (AGGRAVATING CIRCUMSTANCES).

 

 

Joann Chapman Collins, 54, of Louisa, Kentucky; was arrested on May 9, 2023, at 2:06 P.M., by officer Coaley, of the Kentucky Department of Corrections Division of Probation and Parole, and was charged with:

• PROBATION VIOLATION (FOR FELONY OFFENSE).

 

Joann Chapman Collins, was originally arrested in Boyd County,KY., on May 4, 2023, at 3:33 P.M.,by P&P officer Coaley, as the parole violation was from out of Lawrence County.

 

Lora A. Clerihew, 60, of Fort Gay, West Virginia; was arrested on May 9, 2023, at 11:41 P.M.,by patrolman officer Teddy B.Newsome, of the Louisa Police Department, and was charged with: 

• CRIMINAL TRESPASS-1ST DEGREE, 

• DISORDERLY CONDUCT, 2ND DEGREE.

 

Eric C. Mosley, 50, of Blaine,Kentucky; was arrested on May 10, 2023, at 7:00 P.M., by a trooper of the Kentucky State Police, and was charged with: 

• FAILURE TO APPEAR.

 

Jeannie M. Hick, 44, of Sandy Hook,Kentucky; was arrested on May 11, 2023, at 12:26 A.M., by deputy Joseph Osborne, of the Lawrence County Sheriff Office, and  was charged with: 

• REAR LICENSE NOT ILLUMINATED, 

• FAILURE OF OWNER TO MAINTAIN REQUIRED INSURANCE/SECURITY, 1ST OFFENSE, 

• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE, 

• DRUG PARAPHERNALIA – BUY/POSSESS, 

• OPERATING ON SUSPENDED OR REVOKED OPERATORS LICENSE, 

• FAILURE TO APPEAR (2 SEPARATE CHARGES  COUNTS).

 

Rockie A. Messer II, 44, of Kermit,West Virginia; was arrested on May 11, 2023, at 3:39 P.M.,by the Lawrence County Sheriff Office,& was charged with: 

•OPERATING MOTOR VEHICLE UNDER/INFLUENCE SUBSTANCE (189A.010(1C) – 1ST OFFENSE.

 

Amber Lottie Cable, 32, of Lucasville, Ohio; was taken into custody on May 5, 2023, at 5:20 P.M., by trooper Zachary Wright, of the Kentucky State Police, to serve a guilty plea jail sentence, “weekender”:

• CONTEMPT OF COURT LIBEL/SLANDER RESISTANCE TO ORDER.

 

Wayne Fowler, 22, of Fort Gay,West Virginia; was arrested on May 12,2023, at 1:38 P.M., by sergeant Steven Wilburn, of the Louisa Police Department, and was charged with:

• POSSESSION OF MARIJUANA, 

• TAMPERING WITH PHYSICAL EVIDENCE, 

• OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/SUBSTANCE (189A.010(1E) – 1ST OFFENSE.

 

Winfred S. Scott, 33, of Louisa,Kentucky; was arrested on May 12,2023,at 1:57 P.M., by Sheriff Chuck Jackson, of the Lawrence County Sheriff Office, and was charged with:

     • PROBATION VIOLATION (FOR FELONY OFFENSE)-[2 SEPARATE CHARGES  COUNTS],

• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE).

John Maddox, 51, of Webbville, Kentucky; was arrested in Rowan County, KY., on April 19, 2023, at 7:30 P.M., by a trooper of the Kentucky State Police, Post 8, in Morehead, KY.,in Rowan County; & was charged with: 

• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE), 

• DRUG PARAPHERNALIA – BUY/POSSESS, 

• POSSESSION OF FIREARM BY CONVICTED FELON, 

• POSSESSION OF MARIJUANA.

 

Jonathan Daniel Williamson, 34, of Louisa, Kentucky; was arrested in Boyd County, KY., on April 24, 2023, at 2:35 P.M., by a trooper of the Kentucky State Police, Post 14, in Ashland, KY.,in Boyd County; & was charged with: 

• FAILURE TO APPEAR.

 

Monroe Bowen, 46, of Louisa,Kentucky; was transported from the Big Sandy Regional Detention Center in Paintsville in Johnson County; and was lodged in the Boyd County Detention Center in Catlettsburg, KY., on April 23, 2023, at 11:30 A.M.,  after he was originally arrested in Lawrence County on April 25, 2023, at 8:45 P.M., by trooper Brett Criswell, of the Kentucky State Police, and was charged with on the 

• FLAGRANT NON SUPPORT warrant from Boyd County

 

Ronald Lee Ward, 43, of Louisa, Kentucky; was arrested in Johnson County, on May 3, 2023, at 7:05 P.M., by deputy Jeffrey Castle, of the Johnson County Sheriff Office, & was charged with:

• FAILURE TO APPEAR,

• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE), 

• PRESCRIPTION CONTROLLED SUBSTANCE NOT PROPER CONTAINER 1ST OFFENSE.

 

Nathaniel D. Slone, 37, of Lowmansville, Kentucky; was taken into custody in Johnson County, on May 5, 2023, at 6:04 P.M., by the Johnson County Sheriff Office, to serve a guilty plea jail sentence, “weekender”:
