LOUISA, Ky. — A Lawrence County Grand Jury issued 14 indictments and multiple charges on April 13, 2023. Charges range from trafficking and possession, wanton endangerment and theft. Brian Carter is charged with theft over $1,000 in tools, air compressor, battery charger, chains and hitching devices, welder, generator and a 2004 Chevy van from property owned by Johnny Osborne, a value exceeding $5.000.

Commonwealth vs. Chris Pack
The Grand Jury charges that on or about November 26, wow in Lawrence County, Ky the above named defendant:
1. Chris Pack committed the offense of wanton endangerment in the first degree by knowingly and unlawfully engaging in conduct which created a substantial danger of death or serious physical injury to another person, namely Angela Kilgore of Louisa, Ky.
Commonwealth vs. Clarence Harless
The Grand Jury charges that on or before December 5, 2022 in Lawrence County, Ky the above named defendant:
1. Clarence Harless committed the offense of trafficking in a controlled substance in the first degree by knowingly and unlawfully, being in possession of approximately 2.0 g of Methamphetamine, individual baggies, scales, and syringes with the intent to traffic in that Methamphetamine or by trafficking in that approximately 2.0 g of Methamphetamine.
2. Clarence Harless, having been charged in the end instant indictment with the above stated, felony counts, is now being charged as a persistent, a felony offender in the first degree.
3. Clarence Harless committed the offense of tampering with physical evidence by knowingly and unlawfully destroying, removing, altering or concealing physical evidence that he believed would be used against him in an official proceeding.

The Grand Jury charges that on or before December 11, 2022 in Lawrence County, Ky the above named defendant:
1. Michael Maynard acting alone or in complicity with Constance Messer committed the offensive possession of a controlled substance in the first degree by knowingly and unlawfully being in possession of a scheduled controlled substance Methamphetamine.
2. Michael Maynard committed the offense of tampering with physical evidence by knowingly and unlawfully destroying, removing, altering or concealing physical evidence that he believed would be used against him in an official proceeding.
Commonwealth vs. Constance Meeser
The Grand Jury charges that on or before December 5, 2022 in Lawrence County, Ky the above named defendant:
1. Constance Messer acting alone or in complicity with Michael Maynard committed the offensive possession of a controlled substance in the first degree by knowingly and unlawfully being in possession of a scheduled controlled substance Methamphetamine.
2. Constance Messer committed the offensive possession of a controlled substance in the first degree by knowingly and unlawfully being in possession of a schedule one narcotic substance, Heroin.
3. Constance Messer committed the offense of possession/use of drug paraphernalia by knowingly and unlawfully being in possession of thirteen syringes.
4. Constance Messer committed the offense of operating a motor vehicle, while under the influence of alcohol/drugs in the first offense, within five years by operating a motor vehicle, while under the influence of alcohol or other substances that impair a driver’s ability to operate that motor vehicle.
5. Constance Messer committed the offense of operating on a suspended or revoked operators license by knowingly and unlawfully operating a motor vehicle upon a Kentucky roadway, while his operators license was suspended or revoked.
6. Constance Messer committed the offense of possession of Marijuana by knowingly and unlawfully being in possession of Marijuana.
7. Constance Messer committed the violation of reckless driving by operating hIs motor vehicle in a reckless manner without regard for the safety and convenience at present pedestrians are other vehicles upon the roadway.
8. Constance Messer committed the offense of failure to wear a seatbelt by knowingly and unlawfully operating a motor vehicle without having a seatbelt properly adjusted and fastened.
9. Constance Messer committed the offense of failure of owner to maintain insurance by knowingly and unlawfully failing to maintain legally required insurance coverage for the vehicle he was operating and/or failing to produce an insurance card indicating said coverage.
Commonwealth vs. Gary Clay
The Grand Jury charges that on or before January 5, 2023 in Lawrence County, Ky the above named defendant:
1. Gary Clay committed the offense of possession of a controlled substance in the first degree by knowingly and unlawfully being in possession of a controlled substance Methamphetamine.
2. Gary Clay committed the offense of possession/drug paraphernalia by knowingly and unlawfully being in possession of altered pipe, containing chemical residue.

Brian Carter committed the offense at theft by unlawful taking over $1000 by knowingly and unlawfully taking tools, an air compressor, battery charger, numerous chains and hitching devices, a gasoline welder, a generator and a 2004 Chevrolet van from property owned by Johnny Osborne located on old Route Three in Ulysses Kentucky with a value exceeding $5000.
Commonwealth vs. Bobby Spurlock
The Grand Jury charges that on or before February 15, 2023 in Lawrence County, Ky the above named defendant:
1. Bobby Spurlock committed the offense of possession of a controlled substance in the first degree by knowingly and unlawfully being in possession of a controlled substance Methamphetamine.

The Grand Jury charges that on or before February 18, 2023 in Lawrence County, Ky the above named defendant:

Dale Bowen committed the offense of trafficking in a controlled substance in the first degree by knowingly and unlawfully being in possession of approximately 9.424 grams of Methamphetamine, $428 in cash monies, two sets of weighing scales and approximately 50 unused syringes with the intent to traffic in that Methamphetamine or by trafficking in that approximately 9.424 grams of Methamphetamine.
2. Dale Bowen committed the offense of trafficking in a controlled substance in the first degree by knowingly and unlawfully being in possession of Marijuana, $428 in cash monies, two sets of weighing scales with the intent to traffic in that Marijuana or by trafficking in that said Marijuana while within 1000 yards of Louisa East Elementary School.
3. Dale Bowen committed the fence up a prescription controlled substance not in the proper container by knowingly and unlawfully being in possession of a prescribed controlled substance, not in the proper administrative container.
Commonwealth vs. Josh Pruitt
The Grand Jury charges that on or before February 18, 2023 in Lawrence County, Ky the above named defendant:
1. Josh Pruitt committed the offense of trafficking in a controlled substance in the first degree by knowingly and unlawfully being in possession of approximately 3.146 gram of Methamphetamine, $85 in cash monies, two sets of weighing scales in approximately 50 unused syringes with the intent to traffic in that Methamphetamine or by trafficking in that approximately 3.146 grams of Methamphetamine.
2. Josh Pruitt committed the offense of trafficking in a controlled substance in the first degree by knowingly and unlawfully being in possession of Gabapentin and Hydrocodone, $85 in cash monies, a set of weighing scales with the intent to traffic in that Gabapentin and Hydrocodone or by trafficking in that said Gabapentin and Hydrocodone while within 1000 yards of Louisa East Elementary School.
3. Josh Pruitt committed the offense of tampering with physical evidence by knowingly and unlawfully destroying, removing, altering or concealing physical evidence that he believed would be used against him in an official proceeding.
4. Josh Pruitt having been charged in the instant indictment with the above stated felony counts is now being charged as a persistent felony offender in the first degree.
5. Josh Pruitt committed the offense of prescription controlled substance not in the proper container by knowingly and unlawfully being in possession of a prescribed controlled substance not in the proper administered container.
6. Josh Pruitt committed the offense of possession of drug paraphernalia by knowingly and unlawfully being in possession of five altar straws and an altered vape pen.

1. Willis Napier committed the offense of possession of a controlled substance in the first degree by knowingly and unlawfully being in possession of Methamphetamine.
2. Willis Napier committed the offense of possession of a controlled substance in the first degree by knowingly and unlawfully being in possession of a controlled substance, Oxycodone.
3. Willis Napier committed the offense of possession/use of drug paraphernalia by knowingly and unlawfully being in possession of an altered glass pipe.
4. Willis Napier committed the offense of possession/ use of drug paraphernalia by knowingly and unlawfully being in possession of Gabapentin.
