NO AUDIENCE ON THIS CHILLY MORNING AT THE LC FISCAL COURT…NO NOTICE GIVEN FOR MEETING CHANGE

On Thursday May 18, 2023 The LC Fiscal Court had its Regular Scheduled Meeting at 10AM at The Lawrence County Court House, Downtown, Louisa, Kentucky. Judge/Executive Phillip L. Carter was in attendance along with magistrates John Scaggs, Michael Mouse Halcomb, Rick Blackburn and David Pinson. County Attorney Johnny Osborne was in attendance and Clerk Chris Jobe. Crystal Smith took the minutes. There was no audience in attendance.

Magistrate Mike “Mouse” Halcomb was obviously intent on his business and couldn’t look up this morning.

The meeting was actually a ‘special meeting’ after the regular Tuesday meeting was postponed for election day when no one worked in the courthouse except the clerk’s office. THE CARTER COURT forgot to send notice the meeting was changed which resulted in an empty courtroom except those who had to be there, even Chief Spokesperson and Judge’s assistant Shawna Marcum and Deputy Judge/Exec. Vince Doty were missing.

On the Agenda, “Material List for Bids #8” gives the LC Clerk Chris Jobe permission to advertise for bids for blacktop and gravel, etc. This motion carried with none opposed.

Judge Carter refused pic at the meeting for The Lazer, but we got his good side, anyway.

 

The LC Fiscal Court has had property for sale. The property is in the Lawrence County Industrial Park, across from Three Rivers Immediate Care located at 306 Commerce Drive Suite 700, Louisa, Kentucky. LC Attorney Johnny Osborne said, “I have reviewed these documents, and we will be going forward with the sale.” Martin Leasing LLC owned by Robert S. Martin, Louisa, Kentucky had the highest bid at $40,000. The motion carried with none opposed.

On the Agenda #10, #11 & #12 pertain to the LC Sheriff, Chuck Jackson, receiving the “Tax Settlement Payment” and paying Sheriff 2022 Franchise Settlement and Sheriff 2022 Property Tax. Sheriff Jackson said, “The Tax Settlement is a go, pending an audit to make sure the numbers add up.”

Todd Moran, Superintendent 11 Commonwealth of Kentucky state road dept., Louisa, Kentucky, explaining to the LC Fiscal Court, County Road Aid Rural Secondary Program. This program lists the roads in Lawrence County involved.

LC Magistrate David Pinson announced he will be retiring the end of May 2023 as an Electrical Inspector in Lawrence County, Kentucky. Pinson was the only resident to do inspections here in the county. Pinson said, “There are still 2-3 Electrical Inspectors left but they are outside Lawrence County.”

But the minutes, from which the court actually speaks, have not been provided for the past two months. County Clerk Chris Jobe is responsible for the minutes, County secretary Shawna Marcum said. This is clearly public record and within the rights of any citizen to look at — yet the court refuses to release them and they are not on file in their office. What does this administration have to hide? Co. Attorney Johnny Osborne did not return calls for comment)

      Nothing was said about you or anyone else being wrong about not being at the meeting. Just that there weren’t many people at the meeting because you or somebody in the office “forgot” to send notice there would be a date change. It is not lawful or ethical to withhold information from the public via any media including The Lazer.

      Actually we found out about it from a caller who is “close” with the CARTER GROUP. Didn’t think they would have a meeting on election day, but there was no way to tell the public when it was postponed to. Good question, however.

    Keep up the good work, Editor.
    Apparently some people do not understand that ALL the major news outlets have agreements to publish from various sources. Otherwise, their staff would be too costly. However, they still have to verify the sources.
    How many people check out the media outlets and believe all that they read? Unless it is a supposedly well known source such as NBC, ABC and CBS used to be, I don’t read the article. Otherwise, I may think that I am on another planet from my grandparents’ day.
    There is a hierarchy of authority which is suppose to flow down to the lowest on the totem pole of political office. If the notice was “forgotten,” who was minding the store?

He has never even so much as uttered a falsehood let alone a racist or sexist word in his life! Giving illegal bids to his family members? Not this guy. Bullying and belittling others? Never! Why, Lawrence County has been gifted the cream of the crop. Everyone nursing from the Carter teat let’s say it together: CARTER COURT 2027.
