LAWRENCE COUNTY ARREST LIST - DEC. 6-12, 2017

WHILE ARREST NUMBERS IN LAWRENCE COUNTY WERE AT AN AVERAGE LEVEL IN THE PAST WEEK, COLDER WEATHER IN RECENT DAYS TAMPERED DOWN ARREST NUMBERS ESPECIALLY IN BORDERING COUNTIES IN THE BIG SANDY REGION.

11 PEOPLE WERE ARRESTED IN LAWRENCE COUNTY IN THE PAST WEEK. ANOTHER 4 LAWRENCE COUNTY RESIDENTS WERE ARRESTED SEPARATELY IN JOHNSON COUNTY IN THE SAME TIME PERIOD.

THERE WERE 84 PEOPLE BOOKED TOTAL FROM 12:01 A.M. DECEMBER 6, 2017 THRU UP TO 6 P.M. DECEMBER 12, AT THE BIG SANDY REGIONAL DETENTION CENTER IN PAINTSVILLE, KENTUCKY.

Joann Chapman CollinsJoann Chapman CollinsJoann C. Collins, 49, of Louisa, was arrested on December 7, 2017, at 12:02 P.M., by chief deputy Mark Wheeler of the Lawrence County Sheriff Department, and was charged with: • ENGAGING IN ORGANIZED CRIME.

Powers, 24, of Louisa, was arrested on December 7, 2017, at 11:43 P.M., by deputy Dwayne Bowen of the Lawrence County Sheriff Department, and was charged with: • ENGAGING IN ORGANIZED CRIME, • POSSESSION CONTROLLED SUBSTANCE, 3RD DEGREE - DRUG UNSPECIFIED, • PRESCRIPTION CONTROLLED SUBSTANCE NOT PROPER CONTAINER 1ST OFFENSE.

Robert D. Powers bond was set at $21,000; Powers is still lodged in the Big Sandy Regional Detention Center in Paintsville as of Tuesday afternoon December 12.

Judge The hefty fine and court cost is paid either by the family or from stealing. Not enforcing the law is inviting new trouble into this town. The risk in worth the reward. Placing them on house arrest is a joke, the drug dealing continues from their homes. This repetitiveness of repeat offenders walking away is hurting this community.

Ones who qualify for diversion must pay a hefty fine and court costs; must be evaluated and complete educational/sel f help/ counseling plus, participate in all classes; must pay for all of the above said; and some must meet probation requirements. Our goal is to punish while hopefully helping individuals change their lives to a positive life style.
