LAWRENCE CO. ARREST LIST - NOVEMBER 29 - DECEMBER 5, 2017

ARREST NUMBER HAVE FALLEN OFF A CLIFF IN THE PAST WEEK; AND IN THE PAST 2 WEEKS SINCE THANKSGIVING, THERE HAVE BEEN MORE ARRESTS OF LAWRENCE COUNTY RESIDENTS IN BORDERING COUNTIES THAN IN LAWRENCE COUNTY.

YET THE BIG SANDY REGIONAL DETENTION CENTER IN PAINSTVILLE, DURING THIS PAST WEEKEND OF DECEMBER 2-3, WAS AT 323 INMATES, JUST 2 SHY OF BEING 100 INMATES OVER THE MAXIMUM DESIGNATED CAPACITY OF 225.

( THE JAIL INMATE POPULATION IS BEING KEPT AT OR NEAR RECORD LEVELS SINCE NOVEMBER 1 DUE TO AN UNPRECEDENTED ARREST BLITZ BY LAW ENFORCEMENT IN MORGAN AND ELLIOT COUNTIES ( 2 COUNTIES THAT ARE NOT PART OF THE 4 COUNTIES ASSIGNED IN THE PARTNERED USE OF THE BSRDC.

SINCE THE START OF THANKSGIVING DAY NOVEMBER 23, OUT OF AT LEAST 169 ARRESTED INDIVIDUALS BOOKED AT THE BIG SANDY REGIONAL DETENTION CENTER IN PAINSTVILLE, ONLY 14 WERE FROM LAWRENCE COUNTY.

SINCE NOVEMBER 29, ONLY 5 ARRESTS IN LAWRENCE COUNTY, FOUR OF WHICH ARE IN THIS LATEST REPORT. ANOTHER 4 LAWRENCE COUNTY RESIDENTS WERE ARRESTED IN BORDERING KY COUNTIES IN THIS SAME TIME PERIOD. PLUS ANOTHER 4 WERE ARRESTED IN WAYNE COUNTY, WEST VIRGINIA, THOSE 4 WERE COVERED IN 2 SEPARATE LAZER ARTICLES.

 

James FitzpatrickJames FitzpatrickJames Fitzpatrick, 23, of Louisa, was booked on November 29, 2017, at 12:41 A.M., after being taken into custody by the Lawrence County Sheriff Department, to serve a guilty plea jail sentence: • CONTEMPT OF COURT LIBEL/ SLANDER RESISTANCE TO ORDER.

Chafin, 29, of Louisa, was booked and charged on December 1, 2017, at 12:41 P.M., after being arrested and taken into custody by patrolman officer Steven Wilburn of the Louisa Police Department, to serve a guilty plea jail sentence: • PUBLIC INTOXICATION-CONTROLLED SUBSTANCE (EXCLUDES ALCOHOL), • CONTEMPT OF COURT LIBEL/ SLANDER RESISTANCE TO ORDER.

Colegrove, 31, of Lenore, West Virginia; was arrested on December 5, 2017, at 12:25 P.M., in Lawrence County Court by a court officer, Karl Adkins, of the Lawrence County Sheriff Department, and was charged via a grand jury indictment with: • FAILURE OF OWNER TO MAINTAIN REQUIRED INSURANCE/SECURITY, 1ST OFFENSE, • OPERATING ON SUSPENDED OR REVOKED OPERATORS LICENSE, • CARRYING A CONCEALED WEAPON, • THEFT BY UNLAWFUL TAKING OR DISPOSITION SHOPLIFTING $500 OR MORE BUT UNDER/$10,000 ( 2 SEPARATE CHARGE COUNTS), • PERSISTENT FELONY OFFENDER I, • DRUG PARAPHERNALIA - BUY/POSSESS.

Mullett, 38, of Louisa, was arrested in Martin County on December 2, 2017, at 2:45 A.M., by trooper Ryan Hale of the Kentucky State Police-Post #9-Pikeville, and was charged with: • CONTEMPT OF COURT LIBEL/ SLANDER RESISTANCE TO ORDER, • POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE,(METHAMPHETAMINE), • FAILURE TO WEAR SEAT BELTS.

Homan of the Kentucky State Police-Post, to serve a guilty plea jail sentence: • CONTEMPT OF COURT LIBEL/ SLANDER RESISTANCE TO ORDER.

Jeffery N. Spence, 26, of Lomansville, Kentucky; was arrested in Martin County on December 3, 2017, at 1:15 A.M., by deputy Jamey Kidd of the Martin County Sheriff Department, and was charged with: • FALSELY REPORTING AN INCIDENT, • RESISTING ARREST.

Jeffery N. Spence, was arrested again in Martin County on December 5, 2017, at 5:38 P.M., by deputy Michael Housinger of the Martin County Sheriff Department, in a connection to Spence's December 3 arrest, and was charged with: • ASSAULT, 1ST DEGREE, • THEFT BY UNLAWFUL TAKING OR DISPOSITION AUTO - $500 OR MORE BUT UNDER/$10,000, • CRIMINAL TRESPASSING-2ND DEGREE.
